CONSTITUTION AND BY-LAWS
OF
NORTH CAROLINA DEAF GOLFERS ASSOCIATION
 
Revised for 2008 Golf Season
 
ARTICLE 1
NAME
 
The name of this organization shall be known as "North Carolina Deaf Golfers               
 Association" (NCDGA). This association shall be a non-profit organization.                    
 
ARTICLE 2
OBJECTIVES
 
The objectives of this organization are: to sponsor monthly golf tournaments, to promote
mutual interests of its membership, and to provide the membership the opportunity for   
 socialization and entertainment.                                                                                      
 
ARTICLE 3

3.1               Membership in this association is open to all deaf men and women. It
                    also shall be open to any hearing golfer with close ties to the Deaf
                    community. Hearing golfers are not allowed to collect monetary prizes
                    of any kind during the season tournaments. All members and guests
                    shall accept the policies set forth in the By-Laws of NCDGA.
3.2               The minimum age is eighteen (18) years old.
3.3               The membership dues are twenty-five ($25.00) for the current year
                    and thus not prorated. Membership shall run from the time it is paid
                    until the last day of the current year.
3.4               Non-member may attend the business meeting after paying one-
                    dollar ($1.00). He/She shall have no voice in the meeting.
3.5               Out of state members are welcome to join the NCDGA and play in
                    tournaments however he/she cannot hold office, host a tournament, or
                    be on a committee.
                                                            ARTICLE 4
GOLF SEASON
 
A golf season is a period of time in which the NCDGA sanctions at least seven (7)
monthly tournaments and the NCDGA Championship. The time period is from March to November.
                     
ARTICLE 5
EXECUTIVE COMMITTEE
 
5.1               The executive committee shall consist of officers (President, Vice-
                    President, Secretary and Treasurer), and three (3) Trustees.
5.2               Only Deaf North Carolina resident member in good standing and whom
                    has been a member of NCDGA for at least three (3) years in eligible to
                    serve on the executive committee.
5.3               Nominations and elections for officeers shall be held at the annual
                    meeting in the odd numbered year. And the officers shall be nominated
                    and elected onto executive committee by the majority vote.
5.4               Trustees are appointed by the President.
5.5               The term for the members on the executive committee is for two (2) years. 
5.6               Executive committee has the authority to be in charge of the monthly
                    golf tournaments" activities if host(s) is not able to run the event.
 
ARTICLE 6
DUTIES OF THE OFFICERS AND TRUSTEES
 
6.1               The President shall preside at all meetings; enforce order and strict
                    observance of the By-Laws. He/She shall appoint three (3) trustees for
                    a two-year term with an approval from the majority of the members at the
                    time of the elections.
6.2               The Vice President shall preside at meetings in the absence of the
                    president, ascent to the presidency shall it become vacant prior to the
                    elections. He/she shall be in charge of the By/Laws committee and
                    appoint three (3)  members to the committee. At the tournaments, he/she
                    shall supervise and give approval to the final standings set forth by the host(s).
6.3               The Secretary shall maintain and update the list of members and their
                    mailing and /or e-mail addresses, draw up the minutes after each 
                    meeting and make copies for the membership, keep records of all
                    minutes, keep records of all monthly tournaments' results and update
                    the points standing, and maintain the handicap system. At the 
                    tournaments, he/she shall collect all signed scorecards, betting results,
                    and any contest results. Also, the secretary shall retain all scorecards 
                    
                                
 
                     and final standings for record keeping. The secretay shall type up and e-mail
                     with files attached of the tournament results, updated points standing
                     and the flyer of the upcoming tournaments to the webmaster to post on the
                     website immediately after each outing and mail these information to members
                     that don't have e-mail.
6.4                The Treasurer shall maintain and update the quarterly financial reports,
                     collect dues, and keep track of receipts and expenditures in a ledger. At the
                     tournaments, he/she shall collect all fees and surcharges from the host and/
                     or dues from the new member(s) and give fifteen-dollars ($15.00) to each
                     host committee for NCDGA's Closest to Pin.
6.5                The Trustees shall audit and examine the quarterly financial reports from
                     the treasurer right before every meeting, and sign the reports with
                     approval. Trustees shall not serve more than two terms consecutively.
6.6                If a member wants to run for a NCDGA office but could not attend the
                     business meeting, he/she shall can write or e-mail his/her inteest in the office
                     before the meeting begins.
 
ARTICLE 7
METINGS
 
7.1                Thee shall be one (1) business meeting every year in the month of
                     January or February.
7.2                Members shall be notified of the business meeting by mail and/or e-mail
                     at least four (4) weeks prior to the date of the business meeting.
7.3                A two-thirds (2/3) vote of members present at a general meeting is
                     required to amend or repeal NCDGA By-Laws. Notification of the
                     proposed amendments(s) shall be mailed or emailed to all members in
                     good standing at least one week prior to the meeting at which the vote
                     will take place. Proxies brought in, mailed or emailed shall count towards
                     the "two-third" requirement. All other motions shall be passed by majority
                     vote.
 7.4               The order of business at business meeting shall be in this sequencw:

7.5               The installment of new officers aloong with pledge shall be done right after
                    the elections.
7.6               All elected officers, before holding the office, shall pledge to the following
                    obligation: "I,_________, hereby pledge to perform to the best of my
                    obility the duties of the office to which I was elected and to uphold the
                    By\Laws of the NCDGA".
7.7               The President may call an emergency meeting at any time during the golf
                    season provided that he/she sends an announcement to the membership in
                    the mail and /or e-mail at least two (2) weeks priop to the date of the meeting.
 
ARTICLE 8
AMENDMENTS
 
 8.1               Proposed changes to the By/Laws shall be made in the form of writing via
                     mail or e-mail to the vice president postmarked two (2) weeks priop to the 
                     date of the annual meeting. Proposed changes to the by-laws shall be
                     shared within the executive committee and the laws committee for review
                     before the annual meeting at the vice president's discretion and then
                     present them to the membership for a vote at the business meeting.
8.2                Each amendment to the By/Laws shall be passed by two-third (2/3) vote
                     of the total accounted votes. 
 
                    
                                
 
8.3                All approved changes to By/Laws shall become effective immediately
                     after the current business meeting. Members may propose changes in the
                     by-laws during the new business at the annual meeting, which shall be
                     referred to the law committee for action at the next annual meeting.
 
ARTICLE 9
FUNDS
 
9.1                All money and funds of the association shall be the property of NCDGA.
                     Donations and fund raising are encouraged.
9.2                Only the executive committee has the authorization to withdraw any funds
                     for prizes, and/or expenses under one-hundred ($99.00). The
                     membership shall be notified of this matter in the quarterly financial report
                     at the next business meeting.
9.3                For any withdrawal of over one-hundred ($100.00), the executive
                     committee must ask for approval from membership of such withdrawal
                     except for prizes for NCDGA Championship Fund which will be
                     withdrawn only at the time of the NCDGA Championship Tournament.
9.4                Membership dues shall be divided into three (3) funds; ten-dollars
                     ($10.00) go into NCDGA Fund, ten-dollars ($10.00) go into
                     Championship Fund and the remaining five-dollars ($5.00) go into
                     SEDGA Fund.
9.5                All other incoming money shall be split equally (50%) into two (2) funds;
                     NCDGA Fund and SEDGA Fund.
9.6                Championship Fund shall be used for the award prizes at the NCDGA
                     Championship event.
9.7                NCDGA shall contribute to the SEDGA event host annually the required
                     amount set forth by SEDGA. Thus we can contruibute more to the hosting
                     club at the members' discretion.
 
ARTICLE 10
HOSTING TOURNAMENT(S)
 
10.1              Deciding who shall host the monthly tournament(s) shall be done at the
                     annual meeting.
10.2              Monthly tournament shall be held at the host(s) dscretion
 
                    
                                
 
10.3              Only North Carolina resident member in good standing can bid for 
                     hosting a monthly tournament or more.
10.4              Host is responsible for reserving tee-times with the golf course
                     management for the outing he/she is in charge of.
10.5              Host shall be responsible for creating a tournament purse of one-
                     hundred-twenty-five-dollars ($125.00) or greater. Prize distribution is 
                     subject to approval by executive committee.
10.6              The host of the monthly tournament shall determine the tournament
                     format tournament in March.
10.7              Host shall send all confirmations and a map or directions to the golf
                     course to the secretary at least 4 weeks prior to the outing.
10.8              The secretary shall draw up and mail/e-mail the flyers immediately after
                     the last tournament played.
10.9              The host shall send the secretary the roster of golfers that plan to show up
                     at the outing at least 3 days in advance for handicap purposes if needed.
10.10            Host committee shall pair up golfers into groups along with approval 
                     from president or an officer present at the outing.  The primary host 
                     shall be in the first group in order to collect scorecards and checking 
                     for any errors in the scoring and another host committee member shall
                     be in the last group to collect flags (if any) for the contest(s).
10.11            The host committee shall type up and make copies for participating
                     member golfers at the outing listing the following information the 
                     format, the procedures and rules; holes for closest to the pin (if
                     needed); holes for longest drive (if needed); hole for NCDGA's closest
                     to the pin; holes for best shots (if needed); list of bets and any other 
                     information. Host(s) will ask for any clarification before the tournament
                     begins.
10.12            The host(s) shall collect one-dollar ($1.00) from each participating
                     golfer for SEDGA Fund to treasurer to be deposited into NCDGA's
                     checking account.
10.13            The minimum yardage from the men tees shall be at five-thousand-eight-          
                     hundred (5,800) yards for regular golfers. Seniors (age 55 and above)
                     shall have the option to play from the seniors tee and complete equally
                     with those playing from the regular tees. The minimum yardage from the
                     senior tees shall be at five-thousand-five-hunded (5,500) yards for senior
                     golfers. That is if the golf course being played on provides such tees
                     otherwise will be played from the regular tees.
